In addition, the Ministry of Internal Affairs and Communications (MIC) released a report titled “Toward Fundamental Reinforcement of Local Government Information Security Measures,” which presents a set of drastic security enhancement measures and calls on each municipality to fundamentally strengthen its security posture to reduce attack risks.

What is the Fundamental Reinforcement of Local Government Information Security Measures?

The threat of information leakage incidents – where attackers use malware embedded in email attachments to seal confidential information from organizations – continues to persist.
In response, the MIC’s “Local Government Information Security Measures Study Team” published a report in November 2015 titled “Toward Fundamental Reinforcement of Local Government Information Security Measures,” which proposes that information security measures must be fundamentally strengthened based on the following three layers:

■For My Number–related business systems (existing resident registry, tax, social security, etc.), communication with other domains should, as a rule, be disabled. At the same time, settings that prevent data from being taken out from terminals and the introduction of two-factor authentication on terminals should be implemented to thoroughly prevent leakage of resident (personal) information. ■ To enhance the security of the LGWAN environment used for information linkage via My Number, the communication paths between business systems that use LGWAN (such as financial accounting systems) and systems used for web browsing and internet email must be separated. When communication between these systems is necessary, “sanitized communication” must be implemented to ensure that no viruses are present (separation of LGWAN-connected systems and internet-connected systems). ■ In the internet-connected system , prefectures and municipalities should work together to consolidate internet access points, and establish a “Local Government Information Security Cloud,” and implement advanced security measures. (Local Government Information Security Cloud)
