Factories, hospitals, and other facilities that were once considered secure due to closed networks
have increasingly come into contact with the Internet as cloud adoption accelerated during the COVID-19 pandemic.
As a result, they have suffered damage from cyberattacks such as ransomware carried out in unseen areas.
In local governments, which have traditionally been protected by Local Government Information Security Clouds
and a three-layer separation model, changes are now underway, including the transition from the α model
to the β and β′ models, as well as expanded Internet connectivity via LGWAN.
In addition, as a side effect of cloud adoption driven by on-site departments through DX initiatives,
information systems have increasingly become “shadow IT,” falling outside the control of IT departments.
Furthermore, while generative AI contributes to improved operational efficiency,
it has also brought about major environmental changes in the form of “more efficient cybercrime,”
including unexpected information leaks, the creation of fake information, and use in fraudulent activities.
